Sorry, but it isn't.
It's just an Orison of Healing, on steroids: Faster Cast, slightly more healing, faster recharge.
For PvE (I presume you need a PvE build since this is a PvE forum you're posting it in), it's not your best choice.
You don't need that a fast cast for a heal in PvE (well, maybe in DoA, but it's healing capacity is horrible then, Healer's Boon is the only viable Healing Prayers build you could use there atm), I'd pick WoH over it any time (and if you still feel the need to cast quickly, bring Holy Haste)

It's not a bad skill, but it gets outshined most of the time by other things. I'd take LoD over Glimmer in GvG. Glimmer would probably be decent in HA, but I rarely play it so I can't give you much advice in that regard.

Glimmer can be fun to play with in PvE, but don't expect it to really take you far. If you need a build for it, then just take a basic WoH build and replace WoH with Glimmer. As said by others, however, Healer's Boon is probably a better choice in general. That being said, if you don't have a prot monk in your group and you aren't on starter island, I would reccomend you run a prot build instead. Skills like Blessed Light, Divert Hexes, and Zealous Benediction allow a prot monk to be a much more powerful healing force while still being able to keep damage recieved in reasonable limits compared to the old days when only Prophecies was available.

Lets say ... GoL is the elite version of RoF, but then of the healing prayer line. If your lucky, you maybe heal for 40 health more! So I won't take GoL.

Glimmer isn't neccesarily a bad skill at all.... The problem lies in the fact that healing is inferior to Protection or a Prot/Heal hybrid. Rather than look at Glimmer, I'd move on to something like Zealous Benediction.

I find that an overall great build to run is ZB. Its not straight heal, but a mixture of heal and prot, which works great. Something to consider would be the following:
1. Zealous Benediction
2. Gift of Health
3. Reversal of Fortune
4. Shield of Absorption
5. Prot Spirit
6. Dismiss Condition
7. Holy Veil (or Convert Hexes)
8. Some form of energy management (Channeling, Glyph of Lesser Energy, Leech Signet) or some type of defensive/kiting skill (Dark Escape, Balanced Stance)*
*In PvE some type of hard res might be good too.
Depending on what runes you should be running, I usually try to keep healing and divine around 10 and the rest in prot, with 6 for Inspiration or Shadow Arts, etc.

its to much energy and not enough healing... ive been trying to work with it (see my post about half a page down...) but it doesnt really work as well as BL or ZB imo.

Glimmer is an elite Orison. Orison has always been a terrible spell because of its low efficiency and slow cast, but Glimmer does away with both problems (well, its efficiency could be even better I suppose). The main strength of Glimmer is its flexibility: it's extremely fast, the heal is unconditional, self-targetable, decent efficiency, quick recharge. Skills of this kind are generally used to free up slots on your skillbar, because you don't have to take different skills for different functions.
The problem is that Glimmer just doesn't make enough of a difference in most cases. The heal isn't big enough and the recharge isn't short enough for it to be genuinely useful, and it's specced in a poor attribute line to begin with.

To sum up what others have said, it's generally best to use a Prot or DF elite and just use Gift of Health as your spam heal. The main exception is LoD, which requires a different setup due to its incompatibility with Gift.
